Ifyou already have an Apple Watch and it's anything from the Series 6 onwards I'd say you're better off seeing if you can hang onto it for another year, as the Series 9 doesn't offer you that much more. The conclusion I got from them was, if you’re an avid outdoor runner or someone who typically doesn’t pay mind to taking their phone with them on nearby errands, gps + cellular would suffice. If you’re never really without your phone, +cellular is mostly useless. Ifyou don't absolutely need the cellular connectivity go for the non cellular version. Battery life better on non cell I think.
